Scott is a motivated and assertive law enforcement professional with over 27 years of experience in community policing, security, public service, law enforcement training, crisis management, lobbying, politics, and public safety expertise. Scott served with the Newport News Police for 25 years, retiring as a Watch Commander. He served as the Public Safety Director and Chief of Police at his alma mater, Hampden- Sydney College.
Scott possesses a profound knowledge of public safety programs, emergency response, policy & procedure development, Title IX, Clery Act, staffing, budget planning, & management, and grants development. Adept at conducting criminal and administrative investigations and diffusing potentially volatile situations with tact and diplomacy. He has been a presenter for conventions and conferences on Hostage/Crisis Negotiations, College law enforcement, and Community Policing.
Scott demonstrates strong interpersonal skills and the ability to communicate effectively with citizens, employees, employers, and people on all levels. Scott brought the idea of Coffee with a Cop to Newport News and has participated in the Newport News Fraternal Order of Police #25 Shop with a Cop program for the last 26 years. He has been involved with the Fraternal Order of Police on a Local, State, and Federal level and has been a lobbyist for Public Safety, Law Enforcement, and labor issues.
